Work/idle lifecycle

Earlier, teammates wait for the lead to give them work. The autonomy phase makes them self-directed. When a teammate finishes a task, it enters an idle phase. During idle, it polls the task board for unclaimed tasks and auto-claims the first one it finds. No lead intervention needed.
